An old, poorly maintained, or non-functional water softener is worse than none. A buyer's surveyor or the buyer themselves may flag it as a liability — something that needs servicing, replacing, or removing. A softener that has been neglected, has a cracked tank, or is clearly at end of life should be removed before sale rather than left in place and disclosed as a feature.
The same applies to a rental that ended and a softener was left behind — if it has not been serviced in years and is of uncertain status, remove it.
